Report on the disappearance of women and girls in Mexico PACE to debate monitoring of Russia as well as media and terrorism at its Summer Session
An assessment of Russia’s honouring of its Council of Europe obligations and commitments and a report on the media and terrorism are among highlights of the summer session of the PACE, which takes place in Strasbourg from 20 to 24 June 2005.
The Assembly will also look beyond the Council of Europe’s 46 member states, with a possible current affairs debate on the situation in the Republics of Central Asia and a debate on the situation in the Middle East, as well as a report on the disappearance of women and girls in Mexico (a Council of Europe observer state). Third Council of Europe Summit Jean-Claude Juncker to prepare a report on the relations between the EU and CoE
Speaking at the Council of Europe’s Summit of Heads of State and Government in Warsaw, PACE President René van der Linden called for much stronger co-operation with international organisations, in particular with the European Union. In this context he thanked Luxembourg Prime Minister Jean-Claude Juncker for having agreed to prepare a political report on the relations between the EU and the Council of Europe which he said “will certainly provide us with the necessary roadmap”. 'They cast a shadow over our relations' PACE President condemns executions by the Palestinian Authority
René van der Linden strongly condemned the execution of four convicted murderers by the Palestinian Authority. 'Death is not justice and will never be,' he said. 'The death penalty will not help to curb violence. In a long process of sharing our experience, we have succeeded in making the territory of our 46 member states a de facto death-penalty-free zone. Our ambition is now to extend it beyond the European continent,' the PACE President stressed. (More)

Enforced disappearances are 'serious human rights violations on a par with murder and torture', PACE’s Legal Affairs Committee was told during a hearing in Cyprus on the subject. Relatives of missing persons from the Greek and Turkish Cypriot communities, and from the Chechen Republic, testified that not only disappeared persons but also their families and friends were victims. 'The main conditions are in place for democratic elections in Albania. However the truly democratic conduct of elections – in line with commitments Albania subscribed to when it joined the Council of Europe – depends now on the political will of the authorities and parties participating in these elections,' said a four-member PACE delegation at the end of a visit to Albania to assess preparations for the 3 July parliamentary elections (30 May to 1 June). René van der Linden strongly condemned the sentencing of Mikola Statkevich, Chairman of the Belarusian Social Democratic Party, and of Paval Severinets, Youth leader of the Belarusian Popular Front, to two years imprisonment by a court in Minsk on 31 May, for 'violation of public order' during a demonstration on 18 October 2004. PACE President commended the Head of the OSCE office in Minsk for publicly recalling that this demonstration was neither violent nor threatening. (More)

50th anniversary of the Europe Prize
The Committee on the Environment, Agriculture and Local and Regional Affairs will meet in Santiago de Compostela to mark the 50th anniversary of the Europe Prize. The mayors of twenty winning cities will attend the ceremony. The prize, created by PACE in 1955, is awarded every year to a European town or territorial authority for its active promotion of the European ideal through activities such as twinnings, events or exchange visits
