PACE asks for more money for the ONE in FIVE Campaign

Strasbourg, 23.04.2013 – The Assembly believes it is possible to step up the effectiveness of the Council of Europe ONE in FIVE Campaign even further and today recommended that the Committee of Ministers allocate adequate financing from the ordinary budget of the Council of Europe to the three dimensions of the campaign (intergovernmental, parliamentary and regional/local) until it ends in November 2014.

The campaign was launched in Rome in November 2010 to promote the Council of Europe Convention on the protection of children against sexual exploitation and sexual abuse (Lanzarote Convention) and to raise awareness of the need to act. Today, at the half-way point, the biggest success of the campaign has been the significant increase in the number of ratifications of the Lanzarote Convention, which now stands at 26, that is more than half of all Council of Europe member states.

Following the conclusions by Sílvia Eloïsa Bonet Perot (Andorra, SOC), rapporteur on this issue, PACE also called on member states to sign and ratify this convention, and to adapt their national legislation. It also encouraged increased co-operation between the different stakeholders, parliaments, governments, regional and local authorities, NGOs, ombudspersons for children, academia and children and parents themselves.
