RESOLUTION 230 (1962)[1]
giving the opinion of the Assembly on Resolution 33 (1962) of the
European Conference of Local Authorities on the European cultural activities of
local authorities in the fields of education and youth
The Assembly,
Considering Resolution 33 (1962) of the European Conference of Local
Authorities, on the European cultural activities of local authorities in the
fields of education and youth ;
Having regard to Article 1 (b), second paragraph, of the Charter
of the European Conference of Local Authorities,
Adopts the principles concerning education and youth which the
Conference has stated in particularly effective terms ;
Believes that Resolution 33 perfectly defines the duties and chief task
devolving upon local authorities in this field, in any democratic society
respectful of human rights;
Expresses its satisfaction at the prominent place given to civic and
European education in Resolution 33 ;
Hopes that the competent education and youth authorities at European
level, such as the Council for Cultural Co-operation, will become more and more
conscious of the paramount importance of co-operation with local authorities in
finding an audience for their ideas and carrying out their programmes ;
Hopes that the recommendations of the Conference will have the desired
effect upon local groups and invites the Standing Committee to take all
necessary steps to encourage the organisations of local authorities with which
they work to put these ideas into effect ;
Warmly approves the Conference's intention to include in the agenda for
its next Session a study of the role which local authorities can play in the
campaign against juvenile delinquency ;
Expresses its satisfaction at the substantial contribution to the work
of the Council of Europe which the European Conference of Local Authorities is
making in this field.
