This written declaration commits only the members who have signed it

Combating drug abuse, in particular protecting young people against this ill and caring for those affected, is a legitimate concern for member states of the Council of Europe.

However, although these efforts regard all members of society, only suitably qualified professionals can treat drug addicts.

From this standpoint, it is a particular cause for concern that some members of the Parliamentary Assembly saw fit to support the Narconon method in Written Declaration No. 342.

This method was invented by Ron Hubbard, the founder of Scientology. Its users become easy prey, more receptive to brainwashing. This programme in fact replaces drug dependence with dependence on Scientology.

The Scientology movement has been subject to legal proceedings. Since 1994 many, still ongoing judicial investigations have been opened, particularly in cases concerning the administration of medication by unqualified individuals.

The undersigned, members of the Assembly, urge member states to exercise extreme caution regarding methods for the treatment of drug addicts which are not implemented under the responsibility of suitably trained specialists.
