11-13 September 2013 – Baku (Azerbaijan)
Ad hoc Committee for observation of the presidential election in Azerbaijan
A PACE delegation composed of seven members and headed by Robert Walter (United Kingdom, EDG), will carry out a pre-election mission to Baku to assess the election campaign and the electoral context prior to the presidential election on 9 October in Azerbaijan. The delegation is due to meet the outgoing President and presidential candidate, the Speaker of Parliament, the Minister of the Interior, election candidates and representatives of the opposition parties belonging to the alliance of the National Council of Democratic Forces. Talks are also planned with the Azerbaijani delegation to the PACE, the President of the Central Electoral Commission and representatives of NGOs and the media.
The delegation will issue a written statement at the end of the pre-election visit.

Parliamentary Project Support Division
Capacity building on the ECHR
The division will organise, in cooperation with the Registry of the European Court of Human Rights and the Department for the Execution of judgments, a seminar intended for staff of national parliaments on improvement of knowledge about the ECHR, in particular its structure, functioning and case law. The seminar will highlight the need to enforce the Court’s judgments, and the role of Parliaments in this process.
14 September 2013 – Altötting (Germany)
Sub-Committee on the Europe Prize
Prize presentation ceremony
Sir Alan Meale (United Kingdom, SOC), Chairperson of the sub-committee, will present the Europe Prize to Herbert Hofauer, Mayor of Altötting (Germany), the winning town for 2013 with the town of Tata (Hungary). Emilia Müller, State Secretary for European Affairs of the Land of Bavaria, will also attend the ceremony. The Prize is awarded each year by the PACE to distinguish towns which are particularly active in promoting the European ideal by means of twinnings, events and exchanges.
16-17 September 2013 – Madrid (Spain)

The cost of violence against women
Following the opening of its meeting by the Spanish authorities, the committee will hold a hearing on the economic dimensions of violence against women. Other items on the agenda include prostitution and human trafficking in Europe, the language rights of national minorities and Spain's legislation on same-sex marriage.
17-20 September 2013 – Chisinau, Tiraspol (Republic of Moldova) and Odessa (Ukraine)
Working visit to the Republic of Moldova
PACE President Jean-Claude Mignon will make a working visit to the Republic of Moldova, during which he will have meetings with the President of the Republic, the Prime Minister, the Speaker of Parliament, the Deputy Prime Minister in charge of Reintegration, the Deputy Minister for Foreign Affairs and European Integration, and the representatives of political forces in the Parliament. President Mignon will also visit the Transnistria region. He will then participate in a conference on execution of judgments of the European Court of Human Rights, in Odessa.
The PACE President will give a press conference at 4 p.m. on Wednesday 18 September at the Ministry of Agriculture (conference room), Chisinau.
