Reviewing the role of libraries and museums in times of change

As economic changes and rapid technological innovation have had considerable effect, the Committee on culture believes that “the roles and responsibilities of libraries and museums need to be reviewed creatively and strategically” to respond to emerging needs.

Adopting a report prepared by Diana Eccles (United Kingdom, EPP/DC), the Committee called notably on improving leadership and staffing, diversifying sources of funding to enable greater financial resilience of the library and museum sectors, strengthening partnerships and networks and promoting the use of digital technology and creative media.

The Council of Europe, the European Union and other relevant partners, the Committee said, should develop greater international co-operation to share new models and best practice among 47 member States.
