General Rapporteur condemns execution in Virginia

The General Rapporteur on abolition of the death penalty for the Parliamentary Assembly of the Council of Europe (PACE), Yves Cruchten (Luxembourg, SOC), has strongly condemned the execution of William Charles Morva in the US Federal State of Virginia on 6 July 2017.

"It is all the more deplorable that this execution was carried out despite the indications that the convict suffered from severe mental illness and with the use of the highly controversial mizadolam” - the rapporteur stressed.

"Capital punishment is in any circumstances a cruel and inhuman sanction. I call again on the United States, which has observer status with the Council of Europe, to carefully consider not only the lawfulness of how lethal injections are administered but also the very nature of the death penalty as cruel and inhuman punishment," he concluded.
