Misuse of administrative resources during electoral processes

The different forms of misuse of administrative resources at any stage during elections are a major challenge for democratic elections. The Parliamentary Assembly of the Council of Europe, in its election observation reports, has highlighted this problem which is recurrent in many member States.

On 9 and 10 November 2017, the Parliamentary Assembly, in co-operation with the Venice Commission and the Congress of Local and Regional Authorities of the Council of Europe, will hold a Regional Parliamentary Conference on “Misuse of administrative resources during electoral processes: a major challenge for democratic elections”, hosted by the House of Commons of the United Kingdom.

Members of Parliaments, representatives of the Central electoral administrations and of NGOs of the six beneficiary countries of the Partnership of Good Governance will participate in this conference as well as a panel of international experts, specialists in the topic.

This event will be one of the final activities, bringing to a close the 2015-2017 PACE Joint Programme of the Partnership for Good Governance (PGG) for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus, funded by the European Union and implemented by the Council of Europe.
