Budget and priorities of the Council of Europe 2020-2021

 In adopting a draft opinion, on the basis of a report by Mart van de Ven (Netherlands, ALDE), the Committee on Rules of Procedure pointed out that, despite a context of uncertainty, the programme and budget for the 2020-2021 biennium shows a willingness to promote an Organisation that is increasingly adaptable and confident in its know-how and expertise.


As it celebrates its 70th anniversary, the Council of Europe is facing budgetary pressure from the Russian Federation which could weaken the Organisation. Despite this context of uncertainty, the Council of Europe's programme and budget for the 2020-2021 biennium shows a willingness to promote an Organisation that is increasingly adaptable and confident in its know-how and expertise.

To succeed, the Council of Europe must be able to rely on its member States. The Committee of Ministers is therefore invited to make a firm commitment to ensure real budget growth or at least zero real growth.
