Illegal CIA detentions: committee welcomes request to governments for supplementary information

PACE’s Committee on Legal Affairs and Human Rights has welcomed the initiative of Council of Europe Secretary General Thorbjørn Jagland to request information from the Contracting Parties to the European Convention on Human Rights on “past or ongoing investigations, relevant cases before domestic courts, or other measures taken” concerning illegal CIA detentions and renditions.

This is a continuation of an inquiry begun in 2005 by Mr Jagland’s predecessor as Secretary General, using powers under Article 52 of the Convention.

“Such an initiative is welcome, especially in the light of disclosures made on this subject by the United States Senate,” the committee said in a statement.
