      Awarding medals to members of the Assembly

      1. At its meeting on 23 March 1973, the Bureau approved the conditions for the award of an Assembly medal to certain members by the President of the Assembly. A recipient of such a medal must:
      — have been a member of the Council of Europe Consultative (Parliamentary) Assembly for at least ten years;
      — have served a term of office as President or Vice-President of the Assembly;
      — have served a term as the chairman of a committee or of a political group;
      — been appointed to a ministerial post or elected speaker of a national parliament.
      2. The qualifications listed are to be considered as guiding principles for the award of a medal by the President of the Assembly. The President should, however, be able in exceptional cases to award a medal to a specially deserving member of the Assembly.
      3. On 23 April 1979 the Bureau decided to complete the guiding principles for the award of Assembly medals by including among the recipients Heads of State In the meantime, it was agreed to award medals also to Heads
of Government. who address an Assembly plenary session.
