The socio-economic potential of endogenous resources for the development of weak territories

The international economic crisis is affecting all countries of the world and it is having an influence even with a force greater than that which only a few months ago had been planned.

The decline of industrial production, investment and employment constitutes a recession with heavy impacts that will move from the general economic system to the national social context.

The crisis impact is more serious in territories full of weaknesses rooted in an incomplete development process, even if they contain dynamic elements they do not have the opportunity to create the critical mass in order to produce the real change in the economy.

The economies of weak territories are dependent on external economies but this situation could be overcome if public policies and transferring support processes of expansion of the economy able to compete in national and international markets.

In weak territories, it is important to restore some areas of potential which, if put into a system, could constitute the elements of discontinuity necessary to accelerate the development process.

The enhancement of endogenous potentialities in each territory is a resource that does not imply the mobilisation of new financial strategies. It is necessary to enhance resources such as educated young people, women, cultures, old crafts and old traditions, applying them to innovation. They could represent niche production in globalised markets.

Subscribers’ members are convinced that the Parliamentary Assembly, in order to contribute to the identification of chances able to mitigate the disastrous effects of the current economic crisis, has to promote a debate in order to invite member states of the Council of Europe to reflect on this opportunity.
