Elections in the Russian Federation
At different discussions on the post-elections situation in the Russian Federation, various interlocutors emphasised that the Chairman of the Committee of Ministers and the Secretary General of the Council of Europe are planning to visit Russia right after the Presidential election to be held in the Russian Federation in March 2012.

To ask the Committee of Ministers,
What kind of added value the Committee of Ministers sees in this visit, which will take place at quite an unusual time, i.e. neither before the elections and hence, without any chance to positively influence their conduct, nor at the moment when the results are known sufficiently and thus, without the possibility to comment adequately on the conduct and the outcome of the elections in question?
