Cultural questions raised by technological development and violence in society

The Assembly,

1. Having considered the report of its Legal Affairs Committee (Doc. 4756) and the opinion of its Committee on Culture and Education (Doc. 4782), on questions raised by cable television and by direct satellite broadcasts ;
2. Having noted the interim report by the Committee on Science and Technology on the 5th Parliamentary and Scientific Conference (Helsinki, June 1981), (Doc. 4791) ;
3. Concerned that political bodies in member states find it increasingly difficult to keep in touch with technological and scientific developments in the media and in other fields ;
4. Concerned also at growing signs of anarchy in democratic society as indicated in violence on the media, in violence associated with sport and in terrorism,
5. Instructs its Committee on Culture and Education to study the following related issues :
5.1. the effects of scientific and technological development on education and on cultural values ;
5.2. the cultural implications of violence in society, with reference to the media, to violence associated with sport, and to terrorism ;
5.3. means of combating violence and terrorism through education.
