Rights of minorities
1. The Assembly first refers to its Recommendation 1134 (1990).
2. In addition to the legal aspects there is a very important political dimension to the protection of the rights of minorities which calls for a role of mediation and conciliation by the Parliamentary Assembly of the Council of Europe and the continuation of the Assembly's work in this field.
3. The Assembly therefore instructs its Committee on Legal Affairs and Human Rights to organise a parliamentary conference or symposium with the help of other Assembly committees concerned and in close co-operation and co-ordination with the Secretary General and other institutions of the Council of Europe. One of the main objectives of this conference or symposium would be to further elaborate and define the principles on the rights of minorities stated which may be included in an additional protocol to the European Convention on Human Rights or in a special Council of Europe convention.
4. It resolves to give its full support to all activities going on within the framework of the Council of Europe, and expresses the wish to be associated with these activities.
5. It decides to play a role of mediation and conciliation in minority conflicts whenever such a role is requested and accepted by the enlarged Bureau. It invites its enlarged Bureau to set up a special group of rapporteurs, whenever this is deemed useful, the members of which are to be appointed by each of the political groups of the Parliamentary Assembly of the Council of Europe. The group of rapporteurs would report back to the Bureau.
6. It instructs the Committee on Legal Affairs and Human Rights to report back to it, and other Assembly committees concerned to present an opinion.
