Good governance and enhanced quality in education

This motion has not been discussed in the Assembly and commits only those who have signed it.

The Parliamentary Assembly should reconsider the link between governance (both in terms of policy-making process and management practice) and quality in the education sector, taking into account the present context (globalisation, internet, economic downturn, societal tensions) and challenges including:

  • improving consistency between education outcomes and real needs (which should probably be reassessed);
  • fighting against corruption and fraud in education;
  • avoiding commercialisation of degrees and dealing with the proliferation of virtual schools/universities of dubious quality;
  • finding resources to secure proper funding of the education system, taking into consideration equality of opportunities and merit;
  • ensuring that the procedures for teachers’ selection and appointment are transparent, objective and merit-based;
  • developing in-service training for educators/teachers in order for them to adapt to a rapidly changing reality.

The Assembly should identify what changes in governance of education institutions could help face these problems effectively, and ways to promote and support these changes through national or European programmes.
