Bureau of the Assembly
1. Decisions of the Bureau of 27 January 2014 requiring ratification by the Assembly
1.1. Vice-Presidents of the Assembly in 2014
The Bureau took note of the list of candidates for Vice-Presidents of the Assembly (Appendix 1).
1.2. References and transmissions to committees
The Bureau considered and approved the following references:
- Doc. 13342, Motion for a resolution, Libraries and museums in an era of participatory culture, to the Committee on Culture, Science, Education and Media for report
- Doc. 13343, Motion for a recommendation, Cultural democracy, to the Committee on Culture, Science, Education and Media for report
- Doc. 13363, Motion for a resolution, The reform of football governance, to the Committee on Culture, Science, Education and Media for report
1.3. Composition of the Monitoring Committee and the Committee on Rules of Procedure, Immunities and Institutional Affairs
On the basis of proposals from the political groups, the Bureau nominated members of these two committees and decided to submit them to the Assembly for ratification.
1.4. Resolution 1376 (2004) relating to Cyprus
The Bureau took note of the letters from the two Turkish Cypriot political parties informing the President of the Assembly of the names of the “elected representatives of the Turkish Cypriot community” entitled to sit in the Assembly, namely Mr Tahsin Ertuğruoğlu (National Unity Party) and Mr Mehmet Çaglar (Republican Turkish Party).
The Assembly is invited to ratify the above proposals made by the Bureau.
2. Other decisions of the Bureau
2.1. First part-session of 2014 (27 to 31 January)
2.1.1. Modalities for the election of the President of the Parliamentary Assembly
The Bureau approved the modalities and procedure as well as the organisation of the Monday sitting of the Assembly as described in the memorandum prepared by the Secretary General of the Assembly [AS/Bur/Inf (2014) 1].
2.1.2. Request for debate under urgent procedure
The Bureau decided to confirm its decision of 16 December 2013 to propose to the Assembly to hold a debate under urgent procedure on “The functioning of democratic institutions in Ukraine” on Thursday 30 January 2014 and to refer this item to the Monitoring Committee for report.
2.1.3. Election of a judge to the European Court of Human Rights in respect of Denmark
The Bureau took note of the report drawn up by the Sub-Committee on the election of Judges following interviews with candidates for the post of judge to the Court in respect of Denmark. This report had been already declassified by the Sub-Committee and submitted to the attention of all members of the Assembly (Doc.13374 Addendum II).
2.1.4. Draft agenda
The Bureau updated the draft agenda.
2.2. Election observation
2.2.1. Repeat parliamentary elections in five single member constituencies in Ukraine (15 December 2013)
The Bureau took note of the memorandum drawn up by the mission that ensured the Assembly’s presence during these elections.
2.2.2. Meeting of the Chairpersons of Ad Hoc Committees for the observation of elections (29 January 2014)
The Bureau took note of the agenda of the meeting.
2.2.3. Early parliamentary elections in Serbia (16 March 2014)
The Bureau decided to observe these elections (subject to the receipt of an invitation and confirmation of date) and to constitute an ad hoc committee for this purpose composed of 22 members: SOC: 7; EPP/CD: 6; ALDE: 3; EDG: 3; UEL: 1, and the two co-Rapporteurs of the Monitoring Committee; and authorised a pre-electoral mission.
2.3. References and transmissions to committees
2.3.1. Extension of reference
The Bureau considered and approved the following extension of a reference:
- Bureau decision (Ref. 3841 of 9 March 2012 – validity: 9 March 2014), Situation in Belarus: extension until 9 March 2015.
2.3.2. Consultation
The Bureau referred the following motion for consultation, Doc. 13365, Motion for a resolution, Europe must be based on economically viable regions - Effective local self-government for member States, to the Committee on Social Affairs, Health and Sustainable Development on the follow-up to be given.
2.4. Communications
The Bureau took note of communications by the President, the Secretary General of the Council of Europe and the Deputy Secretary General of the Council of Europe.
It took note of the decision by the President to deprive Mr Tamas Gaudi Nagy (Hungary, NR) of the right to speak and to be enrolled on the list of speakers in plenary and in committee meetings during the Assembly’s first part-session of 2014 (Appendix 2).
2.5. Joint Committee meeting (Strasbourg, 30 January 2014)
The Bureau took note of the draft agenda of the meeting to be held on 30 January 2014 from 3.30 pm-4.30 pm.

Appendix 2 – Decision of the President of the Parliamentary Assembly, pursuant to Rules 19.1 and 21 of the Rules of Procedure and Article 20 of the Code of conduct for members of the Parliamentary Assembly

Dear Mr Gaudi Nagy,
I was informed by Mr Christopher Chope, Chairperson of the Assembly’s Committee on Legal Affairs and Human Rights, of the incident that occurred at the Committee’s meeting of 12 December 2013 and in which you were involved.
As you are very well aware, this is not the first time that your behaviour at Assembly meetings has raised questions regarding the respect of our Rules and basic principles of good conduct. I therefore consider that this latest incident constitutes a case of serious and repeated breach of our rules.
In this connection, and after discussing this matter with the members of the Presidential Committee, I have decided to take action in accordance with our Rules of Procedure and the Code of Conduct for members of the Parliamentary Assembly.
Therefore, I would like to inform you that, in accordance with paragraph 20 of the Code of Conduct for members of the Parliamentary Assembly, I have decided to deprive you of the right to speak and to be enrolled on the list of speakers during the Assembly’s 2014 first part-session.
I shall inform the Bureau of the Assembly of this measure at its meeting on 27 January 2014.
