Towards a Council of Europe convention to combat trafficking in organs, tissues and cells of human origin
1. The Committee of Ministers has carefully
examined Recommendation 2009 (2013) of the Parliamentary Assembly
“Towards a Council of Europe convention to combat trafficking in
organs, tissues and cells of human origin”, on which it has received
comments from a number of intergovernmental committees or bodies. The Committee
welcomes the fact that the Parliamentary Assembly has followed closely
the elaboration of the draft Council of Europe Convention against
Trafficking in Human Organs.
2. The Committee of Ministers notes that the draft Council of
Europe Convention against Trafficking in Human Organs was finalised
by the European Committee on Crime Problems (CDPC) in spring 2013
and transmitted in July 2013 to the Parliamentary Assembly for an
opinion. Following the receipt of the Assembly opinion in November
2013, the Committee of Ministers examined the draft convention in
the light of the Assembly’s opinion and the above-mentioned recommendation
as well as in the light of comments by member States. The convention
was adopted by the Committee of Ministers on 9 July 2014. The Committee
decided to come back to the issue of its opening for signature at
a later date. The Committee of Ministers wishes to inform the Parliamentary
Assembly that after careful consideration of all options, it chose
to adopt the text as proposed at the expert level which reflected
a balanced compromise reached between member States.
