The humanitarian situation of Ukrainian refugees and displaced persons

In the draft resolution, after paragraph 12.5, insert the following paragraph:

“avoid taking and/or revoke measures relating to provision of essential state services in separatist-controlled areas that may exacerbate the extremely difficult situation of those living there;”
