Social security contributions by Spanish sailors in Norway

To ask the Committee of Ministers,

What does the Committee of Ministers think of the attitude of Norway, which does not want to acknowledge the social security contributions paid by 15,000 Spanish sailors employed on Norwegian vessels between 1950 and 1994?
