This motion has not been discussed in the Assembly and commits only those who have signed it.

Since the Parliamentary Assembly’s adoption of Resolution 2053 (2015) on "The reform of football governance", several leading figures in FIFA have been caught up in scandals, including its former president and several members of its executive committee. The extraordinary FIFA Congress held on 26 February 2016 elected a new president and also voted by a large majority in favour of a package of reforms submitted to it by the 2016 FIFA Reform Committee.

The Assembly must continue to monitor the process of reform of FIFA’s governance, with a view to encouraging swift implementation of the decisions adopted and the change of culture needed in order to definitively turn the page on this sad chapter in FIFA’s history.

The Assembly must also focus on the governance of football in Europe and step up existing collaboration with UEFA and with other partners such as the organisations representing European professional football leagues (EPFL), clubs (ECA) and professional footballers (FIFPro) as well as NGOs working to promote good governance in sport, in order to contribute to discussion and provide pointers on how to work together to improve football governance in Europe and how to make European football a showcase for our fundamental values.
