This motion has not been discussed in the Assembly and commits only those who have signed it.

Political instability and corruption are two of the major factors which push people to flee their countries and search for a better life. Very often conflicts begin when the people revolt against their corrupt governments, which was the case in Syria.

Corruption also facilitates irregular migration, the results of which are seen with the prospering of smugglers and traffickers and the thousands of dead and missing migrants in the Mediterranean Sea.

Many development policies and humanitarian aid plans have failed through a lack of control of the financial assistance granted to developing countries and the misuse by some officials of this humanitarian aid which has been provided to save people.

The Parliamentary Assembly considers that all European governments should ensure that anti-corruption measures are mainstreamed into all strategies and agreements reached in the context of the present migration crisis. Clear European standards on how to prevent the abuse of immigration and asylum procedures should be elaborated and promoted. An international platform should be created to combat corruption in the context of the migration process.
