This motion has not been discussed in the Assembly and commits only those who have signed it.Hybrid war is often referred to in the context of the ongoing
war in Ukraine and the activities of the so-called Islamic State.
This war poses a new type of threat based on a combination
of military and non-military means such as cyber-attacks, mass disinformation
campaign via social media, disruption of communication and many
others.
The widespread use of new tactics raises concerns about the
adequacy of the existing legislative tools.
The Parliamentary Assembly should identify legal gaps and
subsequently develop appropriate standards which would enable defensive
measures to be undertaken in the absence of a direct armed attack
by another State. Such measures would also create safeguards against
the selective application of international law.
