1. Decisions of the Bureau of 27 January 2017 requiring ratification by the Assembly

1.1. Election of a judge to the European Court of Human Rights in respect of Georgia

The Bureau took note of the letter by the Committee on the Election of Judges to the European Court of Human Rights which had considered the list of the three candidates to the post of judge in respect of Georgia. The Committee recommended that the list be rejected. This position requires endorsement by the Assembly.

1.2. References and transmissions to committees

1.3. Election observation

1.3.1. Bulgaria: early parliamentary elections (26 March 2017)

The Bureau decided to observe these early parliamentary elections. It constituted for this purpose an ad hoc committee composed of 20 members (EPP/CD: 7; SOC: 6, EC: 3, ALDE: 3, UEL: 1 – in accordance with the D’Hondt system) as well as the co-rapporteurs on post-monitoring dialogue.

1.3.2. Referendum on the constitutional amendments in Turkey (April 2017, date to be confirmed, subject to receiving an invitation)

The Bureau decided, subject to receiving an invitation, to observe this referendum. It constituted for this purpose an ad hoc committee composed of 30 members (EPP/CD: 11; SOC: 10; EC: 4; ALDE: 4; UEL: 1- in accordance with the D’Hondt system) as well as the co-rapporteurs on post-monitoring dialogue.

1.4. Dates of Assembly part-sessions (2020-2022)

The Bureau considered a memorandum prepared by the Secretary General of the Assembly and approved the following dates for the part-sessions for the years 2020-2022:

  • 2020: 27-31 January; 20-24 April; 22-26 June; 12-16 October;
  • 2021: 25-29 January; 19-23 April; 21-25 June; 27 September-1 October;
  • 2022: 24-28 January; 25-29 April; 20-24 June; 10-14 October.

1.5. Composition of committees

1.5.1. Composition of the Monitoring Committee

On the basis of a proposal by the EC Group, the Bureau appointed and Ms Kelly Tolhurst (United Kingdom).

On the basis of proposals by the ALDE Group, the Bureau appointed Ms Ksenija Korenjak Kramar (Slovenia), Mr Eerik-Niiles Kross (Estonia) and Mr Anne Mulder (Netherlands).

1.5.2. Composition of the Committee on Rules of Procedure, Immunities and Institutional Affairs

On the basis of proposals by the ALDE Group, the Bureau appointed Mr Hendrik Daems (Belgium), Ms Ksenija Korenjak Kramar (Slovenia), Mr Andrea Rigoni (Italy) and Mr Mart van de Ven (Netherlands).

1.5.3. Composition of the Committee on the election of judges to the European Court of Human Rights

On the basis of proposals by the EPP/CD Group, the Bureau appointed Mr Attila Tilki (Hungary) and Mr Konstantinos Tzavaras (Greece) as members, and Mr Rónan Mullen (Ireland) as alternate.

On the basis of proposals by the ALDE Group, the Bureau appointed Ms Olena Sotnyk (Ukraine) as member and Mr Carles Jordana (Andorra) as alternate.

The Assembly is invited to ratify these Bureau decisions.
