In the draft resolution, at the end of paragraph 8, insert the following words:

"as graphically evidenced by the February 2017 report of the Office of the United Nations High Commissioner for Human Rights and three successive reports by the Council of Europe Commissioner for Human Rights in October and December 2016 and February 2017".
