The humanitarian concerns with regard to people captured during the war in Ukraine
1. The Committee of
Ministers has carefully considered Parliamentary Assembly Recommendation
2090 (2016) on “The humanitarian concerns with regard to people
captured during the war in Ukraine”.
2. The Committee of Ministers points out that, in the context
of the Action Plan for Ukraine 2015-2017, the Council of Europe
provides assistance to the competent Ukrainian authorities to offer
help, including psychological support, to certain categories of
victims of the conflict. The Pompidou Group, in particular, has helped
to identify needs and formulate solutions with regard to the military
personnel involved in military operations in eastern Ukraine, who
run the risk of suffering from post-trauma stress disorder (PTSD)
and, consequently, are liable to use psychotropic substances. These
efforts have been extended to the civilian population, and especially
to internally displaced persons (IDPs) who have suffered trauma
or witnessed violence in Ukraine. In this context, particular attention
could be focused on people who have been captured and their families.
3. Furthermore, the Parliamentary Assembly also recommends that
the Committee of Ministers encourage the Ukrainian and Russian authorities
to facilitate monitoring visits by the European Committee for the Prevention
of Torture and Inhuman or Degrading Treatment or Punishment. The
Committee of Ministers will continue to monitor this issue very
closely in order to ensure the effective protection of human rights
in the areas affected by the conflict.
