Human rights implications of the European response to transit migration across the Mediterranean

In the draft resolution, at the end of paragraph 8, insert the following sentence:

"Any cooperation with the Libyan authorities must be based on effective respect by both sides for essential provisions of international human rights law, including the right to leave a country, the right to seek and enjoy asylum and the prohibition on refoulement."
