1. Decisions of the Bureau of 25 June 2018 requiring ratification by the Assembly

1.1. References and transmissions to committees

1.1.1. References and transmissions to committees

The Bureau considered and approved the following references:

  • Doc. 14545, motion for a resolution, Ethnic profiling in Europe: a matter of high concern: reference to the Committee on Equality and Non-Discrimination for report;
  • Doc. 14546, motion for a resolution, Reception and integration of refugees in Jordan: an example for Europe: transmission to the Committee on Migration, Refugees and Displaced Persons Discrimination for information;
  • Doc. 14548, motion for a resolution, The protection of victims of forced displacement under international law: reference to the Committee on Migration, Refugees and Displaced Persons for report;
  • Doc. 14553, motion for a resolution, Preserving Europe’s linguistic, ethnic, cultural and national diversity: reference to the Committee on Equality and Non-Discrimination for report;
  • Doc. 14555, Threats to media freedom and journalists’ security in Europe, motion for a resolution: reference to the Committee on Culture, Science, Education and Media for report.

1.1.2. Modification of a reference

The Bureau considered and approved the following modification of a reference:

  • Doc. 14441, Investment migration: trends, advantages, standards (reference 4382 of 27 April 2018 – validity: 27 April 2020): reference to the Committee on Migration, Refugees and Displaced Persons for report and to the Committee on Legal Affairs and Human Rights for opinion.

1.2. Composition of the Monitoring Committee and the Committee on the Election of Judges to the European Court of Human Rights

1.2.1. Monitoring Committee

The Bureau, on the basis of a proposal by the SOC Group, appointed Ms Zita Gurmai (Hungary).

1.2.2. Committee on the Election of Judges to the European Court of Human Rights

The Bureau on the basis of a proposal by the SOC Group, appointed Mr André Vallini (France).

The Assembly is invited to ratify these Bureau decisions.

2. Other decisions by the Bureau

2.1. Third part-session of 2018 (Strasbourg, 25-29 June)

2.1.1. Request for debate under urgent procedure

The Bureau decided to recommend to the Assembly to hold a debate under urgent procedure on Threats to the health and life of Ukrainian prisoners in the Russian Federation and occupied Crimea, and to refer the matter to the Committee on Legal Affairs and Human rights.

The Bureau decided to recommend to the Assembly to hold a debate under urgent procedure on International obligations of Council of Europe member States: to protect life at sea, and to refer the matter to the Committee on Migration, Refugees and Displaced Persons.

2.1.2. Draft agenda

2.1.3. Election of judges to the European Court of Human Rights

The Bureau took note of the report drawn up by the Committee on the Election of Judges to the European Court of Human Rights following interviews with candidates for the post of a judge in respect of San Marino. This report had been already declassified by the Committee and submitted to the attention of all members of the Assembly (Doc. 14579 Add. 2)

2.2. Progress report of the Bureau of the Assembly and of the Standing Committee (27 April-24 June 2018) (Rapporteur: Mr Alfred Heer (Switzerland, ALDE))

The Bureau approved the Progress report (Doc. 14579).

2.3. Elections observation

2.3.1. Azerbaijan: early presidential election (11 April 2018)

The Bureau approved the report of the ad hoc committee.

2.4. Communications

The Bureau took note of the communications by the President of the Assembly, the Secretary General and the Deputy Secretary General of the Council of Europe.

2.5. References and transmissions to committees

2.5.1. References and transmissions to committees

The Bureau considered and approved the following reference:

  • Doc. 14544, motion for a resolution, The protection of freedom of religion or belief in the workplace: consultation of the Committee on Legal Affairs and Human Rights on possible follow-up.

2.5.2. Request to extend a reference

The Bureau considered and did not approve the following request to extend a reference:

  • Doc. 12866, motion for a resolution, The political transition in Egypt (Reference 3857 of 23 April 2012).

2.6. Meetings elsewhere than Strasbourg and Paris

The Bureau authorised the following meetings:

  • the ad hoc sub-committee of the Committee on Equality and Non-Discrimination to participate in a Conference on “Women in politics: how to progress towards equality?” to be held in Rabat on 5 July 2018;
  • the sub-committee on Diasporas of the Committee on Migration, Refugees and Displaced Persons to participate in the regional conference of the Parliamentary network on Diaspora Policies to be held in Kyiv on 24 September 2018.
