1. Decisions of the Bureau of 12 October 2018 requiring ratification by the Assembly

1.1. References and transmissions to committees

1.1.1. References to committees

The Bureau considered and approved the following references:

  • Doc. 14596, Motion for a resolution, Dietary-related ill health: transmission to the Committee on Social Affairs, Health and Sustainable Development for information;
  • Doc. 14597, Motion for a resolution, Empowering women: promoting access to contraception in Europe: reference to the Committee on Equality and Non-Discrimination for report;
  • Doc. 14599, Motion for a resolution, Undue influence of financial capital in political systems of microstates of the Council of Europe: reference to the Committee on Political Affairs and Democracy for report;
  • Request from the Committee of Ministers, Granting of participatory status to the international non-governmental organisation ADF International: reference to the Committee on Legal Affairs and Human Rights for report;
  • Doc. 14624, Motion for a resolution, Protecting the environment through transparent, inclusive and accountable land use: transmission to the Committee on Social Affairs, Health and Sustainable Development for information;

1.2. Composition of the committees

1.2.1. Committee on the election of judges to the European Court of Human Rights

The Bureau:

  • on the basis of a proposal by the EPP/CD group, appointed Mr Vetle Wang Soleim (Norway) and Mr Corneliu Mugurel Cozmanciuc (Romania),
  • on the basis of a proposal by the UEL group, appointed Mr Petter Eide (Norway) to replace Mr Psychogios (Greece).

1.2.2. Monitoring Committee

The Bureau:

  • on the basis of a proposal by the group EPP/CD, appointed Ms Stella Kyriakides (Cyprus) and Mr Emanuelis Zingeris (Lithuania),
  • on the basis of a proposal by the group SOC, appointed Mr Piero Fassino (Italy),
  • on the basis of a proposal by the group ALDE, appointed Mr Jokin Bildarratz (Spain).

1.2.3. Committee on Rules of Procedure, Immunities and Institutional Affairs

The Bureau:

  • on the basis of a proposal by the group ALDE, appointed Mr Michael Link (Germany), to replace Mr M.A. Jensen (Denmark).

1.3. Election observation

1.3.1. Armenia: possible early parliamentary elections (date to be confirmed)

The Bureau decided, subject to these elections being called and subject to receiving an invitation, to observe these elections and constituted an ad hoc committee for this purpose composed of 31 members (EPP/CD: 10; SOC: 10, EC: 5, ALDE: 3, UEL: 2, FDG: 1 – according to the d’Hondt system), as well as of the co-rapporteurs of the Monitoring Committee.

1.3.2. “The former Yugoslav Republic of Macedonia”: possible early parliamentary elections (date to be confirmed)

The Bureau decided, subject to these elections being called and subject to receiving an invitation, to observe these elections and constituted an ad hoc committee for this purpose composed of 31 members (EPP/CD: 10; SOC: 10, EC: 5, ALDE: 3, UEL: 2, FDG: 1 – according to the d’Hondt system), as well as of the co-rapporteurs of the Monitoring Committee.

The Assembly is invited to ratify these Bureau decisions.
