Deal making in criminal proceedings: the need for minimum standards for trial waiver systems

1. The Parliamentary Assembly refers to its Resolution 2245 (2018) Deal making in criminal proceedings: the need for minimum standards for trial waiver systems.
2. It invites the Committee of Ministers to:
2.1. undertake a comprehensive study on the use of trial waiver systems in Council of Europe member and observer States;
2.2. address a set of recommendations to member States designed to ensure that in the use of trial waiver systems the threat to human rights, in particular the right to a fair trial, is minimised.
