MOTION FOR A RESOLUTION

on the fight against racism, xenophobia and intolerance

presented by Mr GÜNER and others


1.       The Assembly is deeply concerned about the wave of aggressive nationalism, xenophobia and intolerance throughout Europe. It is alarmed by the resurgence of violence in incidents of a racist and xenophobic nature.

2.       These tendencies represent a grave danger for democracy, human rights and peaceful co-existence in Europe.

3.       The Assembly endorses the Committee of Ministers' Resolution 68 (30) on measures to be taken against incitement to racial, national and religious hatred.

4.       Harmonious development of European nations implies guaranteeing for all the preservation of tolerance, reciprocal understanding and respect for human dignity necessary to the upholding of democratic traditions and to full and fruitful collaboration between democratic states.

5.       Such development could be encouraged by appropriate action on the national and international level.

6.       The Assembly strongly condemns the acts of violence committed against foreigners and migrant workers, and declares that violence must never become an accepted instrument in democracies based on human rights.

7.       In the light of the above, the Assembly invites the governments of member states:

i.       to adopt effective political and social measures to counteract racist extremism fomented by the extreme right;

ii.       to adopt measures to uphold the law and guarantee order and safety of migrant workers;

iii.       to launch campaigns against xenophobia aimed at informing the public about this phenomenon;

iv.       to make full use of the Council of Europe to initiate comprehensive measures for the prevention of extremism.
