The current situation in Kosovo is largely determined at present
by the outcome of the status negotiations which should be concluded
by the end of the year. The undecided status of Kosovo casts uncertainty
over the further political stabilisation of the entire western Balkan
The Assembly considers this issue of vital importance for
the geopolitical balance, political stability and economic prosperity
of the western Balkans, a key region for the Council of Europe,
and wishes to address it in a cautious but resolute manner.
Regardless of the outcome on the status of Kosovo, whether
it be increased autonomy within Serbia or independence, the Assembly
resolves to assist both Serbia and Kosovo in facing the challenges
ahead and assisting both in the fields of reference of the Council
of Europe, namely good governance, democracy, rule of law, respect
for human rights and of the rights of national minorities.
