The present report summarises the events which followed the
parliamentary elections of 5 April 2009, analysing the systemic
shortcomings in the functioning of Moldova’s democratic institutions
highlighted by the post-electoral crisis and suggesting a number
of concrete steps the Moldovan authorities should take, in co-operation
with the Parliamentary Assembly and the competent bodies of the
Council of Europe, in order to eliminate the consequences of the
crisis and step up the much needed democratic reforms.
