The participation of young people in democratic life should
be promoted, in particular that of 16- and 17-year- olds who already
have responsibilities within society, but do not have the right
Member states are invited to create the necessary preconditions
for the participation of young people in civic life, through education
and the promotion of community involvement, and to look into the
possibilities of lowering both the voting age to 16 and the minimum
ages to stand for different elections.
