The Committee of Ministers took note of Parliamentary Assembly Recommendation 1870 (2009) on “Protecting financial aid granted by Council of Europe member states to poor countries against financial funds known as “vulture funds””, which contains no direct recommendation to the Committee of Ministers. It has agreed to bring the recommendation to the attention of the member states’ governments as well as to the Committee of Legal Advisers on Public International Law (CAHDI) and the Council of Europe Development Bank.
