The humanitarian concerns with regard to people captured during the war in Ukraine

1. The Parliamentary Assembly refers to its Resolution 2112 (2016) on the humanitarian concerns with regard to people captured during the war in Ukraine.
2. The Assembly recommends that the Committee of Ministers include psychological assistance to the captured persons and their families in the assistance programmes provided in the framework of the implementation of the current action plan for Ukraine.
3. The Assembly also asks the Committee of Ministers to encourage the Ukrainian and Russian authorities to facilitate monitoring visits by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment to check the conditions of detention of Ukrainian citizens detained for political reasons in the Russian Federation and in Crimea, and those illegally held in the territories under the control of the so-called “Donetsk People’s Republic” and “Luhansk People’s Republic”.
