The obligation to offer a legal status to same-sex couples

Mr Vladimir Gjorchev,

To ask the Committee of Ministers,

Is there a consensus among the member States of the Council of Europe on the existence of an obligation for them to offer a legal status to same-sex couples, such as a civil partnership?

If so, what would be the legal source of such an obligation?
