Information on the national selection procedure for the position of a judge of the European Court of Human Rights

In January 2014, the Liechtenstein Government established a selection body to submit a list of three candidates. At the same time, the Government approved guidelines for this body. These guidelines incorporate the various Council of Europe documents which refer to the requirements for the national selection procedure. Five experts were nominated to this body: the Director of the Office for Foreign Affairs (Chair), the Director of the Office of Justice, the Deputy Director of the Office of Human Resources and Organisation, the President of the Constitutional Court and a Swiss University Professor. In March 2014, a public call for applications was published in Liechtenstein, Swiss and Austrian newspapers and sent to various institutions in the three countries. It can therefore be expected that the call came to the attention of all of the potentially suitable candidates. In total, 17 applications were received. After the selection body had carefully assessed the written applications, 11 applicants were invited for interviews. 10 applicants accepted the invitation. The interviews were held in September 2014 and were based upon a standardised format which included an assessment of applicants’ linguistic abilities. The selection body decided unanimously on a list of three candidates and the Government approved this decision.
