Towards a framework of competences for democratic citizenship
1. The Committee of
Ministers has taken due note of Parliamentary Assembly Recommendation
2088 (2016) “Towards a framework of competences for democratic citizenship”
and has forwarded it to the Steering Committee for Educational Policy
and Practice (CDPPE) for information and comments.
2. The Reference Framework of Competences for Democratic Culture
was endorsed at the Council of Europe Standing Conference of Ministers
of Education, held in Brussels in April 2016. The Final Declaration
of the Ministers of Education, which the Committee of Ministers
has drawn to the attention of the Assembly, sets out the guidelines
for the next stages in implementation of the Reference Framework.
The Committee of Ministers has asked the CDPPE to take this declaration
into account in its future work.
3. The project is now in the testing phase of the descriptors
of Competences for Democratic Culture, which began in June and will
run until December 2016. The aim is to ascertain the suitability
and functionality of descriptors in actual learning contexts and
to relate them to appropriate age groups. Preparations for the development
of tools to assist education practitioners and curriculum designers
to implement the model of Competences for Democratic Culture are
under way. These tools concern curriculum development, teacher training,
pedagogy, assessment, radicalisation and extremism leading to violence,
and the whole school approach to teaching. The Assembly’s recommendations
are of particular relevance in this context.
4. The Committee of Ministers welcomes the Assembly’s strong
interest in this initiative and counts on its support in encouraging
education authorities in all States Parties to the European Cultural
Convention to take part in this important phase of the project in
order to ensure that the results are representative of as many education
systems as possible.
