Activities of the Assembly’s Bureau and Standing Committee (10 October 2016)

1. Decisions of the Bureau of 10 October 2016 requiring ratification by the Assembly

1.1. Election of judges to the European Court of Human Rights in respect of Albania and Hungary

The Bureau took note of the report drawn up by the Committee on the election of judges which has assessed the qualifications of the candidates to the posts of judges to the Court in respect of Albania and Hungary. The Committee recommended that the two lists be rejected. This position shall be endorsed by the Assembly (see Doc. 14150 Addendum II).

1.2. Composition of committees

1.2.1. Monitoring committee

On the basis of a proposal by the SOC Group, the Bureau nominated Ms Sílvia Eloïsa Bonet (Andorra) and Ms Marit Maij (Netherlands), subject to ratification by the Assembly.

1.2.2. Committee on the election of judges to the European Court of Human Rights

On the basis of a proposal by the UEL Group, the Bureau nominated Mr Georgios Psychogios (Greece) as an alternate, subject to ratification by the Assembly.

The Assembly is invited to ratify these Bureau decisions.

2. Other decisions by the Bureau

2.1. Fourth part-session of 2016 (10 -14 October)

2.1.1. Requests for debates under urgent procedure

The Bureau considered a request for a debate under urgent procedure on An urgent call for increased solidarity between generations: the right to work versus right to strike, tabled by Mr Ian Liddell-Grainger on behalf of the EC Group, and decided to propose to the Assembly not to hold such a debate.

The Bureau considered a request for a debate under urgent procedure on the Situation in Turkey in the light of the attempted coup d’Etat, tabled by Mr Jordi Xuclà on behalf on the ALDE Group, and decided to propose to the Assembly not to hold such a debate.

2.1.2. Request for a current affairs debate (under Rule 53 of the Rules of Procedure)

The Bureau designated Mr Ian Liddell-Grainger (United Kingdom, EC) as first speaker for the current affairs debate on the Situation in Turkey in the light of the attempted coup d’Etat.

2.1.3. Draft agenda

The Bureau updated the draft agenda.

2.1.4. Election of judges to the European Court of Human Rights in respect of Azerbaijan, Georgia and "the former Yugoslav Republic of Macedonia"

The Bureau took note of the report drawn up by the Committee on the election of a judge following interviews with candidates. This report had been already declassified by the committee and submitted to the attention of all members of the Assembly (Doc. 14150 Addendum II).

2.2. Election observation

2.2.1. Belarus: parliamentary elections (11 September 2016)

The Bureau approved the report of the ad hoc committee.

2.2.2. Jordan: early parliamentary elections (20 September 2016)

The Bureau approved the report of the ad hoc committee.

2.3. Meetings of the Bureau and Standing Committee in Nicosia (24-25 November 2016)

The Bureau took note of the draft programme and practical information.

2.4. Meeting elsewhere than Strasbourg and Paris

The Bureau authorised:

  • the Sub-Committee on Co-operation with non-European countries of origin and transit (of the Committee on Migration, Refugees and Displaced Persons) to meet in Lisbon on 24-25 November 2016;
  • the Sub-Committee on Integration (of the Committee on Migration, Refugees and Displaced Persons) to meet in Berlin on 15 December 2016.
