Ways and means to respond to the migratory challenge at all institutional levels

Addressing the migratory issue is one of the most important global challenges in our times. The adopted resolutions and measures have not been effective enough and providing an effective and comprehensive response to migrants must be a priority in the near future, since migration pressure continues.

Member States should establish an appropriate working system to not only provide migrants with greater security but also favour the collaboration between the institutions responsible for the application of measures: local authorities, regional governments with legislative and executive powers, and member States governments.

In accordance with the values and principles of the Council of Europe, all of us have the responsibility to develop open and forward-thinking societies focused on inclusion and integration criteria for migrants. The Organisation should examine measures based on three principles: coordination, order and sustainability. This might be one of the core ideas of the Council of Europe’s action plan.

Furthermore, we cannot ignore that anti-immigration and xenophobic speeches are increasing. The Council of Europe should condemn hate speech wholeheartedly and forcefully. These developments provide insecurity and concern not only to migrants but also to the entire society. All institutions responsible for security and human rights at local, regional and national levels should address positive and pragmatic messages to citizens and reject disruptive speeches.

The Parliamentary Assembly should therefore identify procedures and resources to give a comprehensive response to the issue of migration, focusing on policies which should give priority to migrants.
