At present no other than legal professional activities. During his formative years as a student, however, Dr Cede worked, i.a., as a language teacher, travel guide and as a workman in the Austrian Forestry Administration.

IV.       Activities and experience in the field of human rights

Since human rights matters fall within the competence of the Legal Office in the Austrian Foreign Ministry, Ambassador Cede has been intimately linked to the formulation and presentation of Austria's international position in the field of human rights. During his repeated assignments to the Legal Office, Dr Cede has developed over 13 years a comprehensive experience concerning human rights matters, both at the national and international levels.

At present in a position of responsibility he has to oversee all human rights related activities of the Austrian Foreign Ministry.

This relates both to the Austrian positions in international organisations (UN, OSCE, EU, etc.) and to the human rights aspects of bilateral relations. In recent times, a particular emphasis was laid on the rights of national minorities and their protection.

At the World Conference on Human Rights (Vienna, 1993) Dr Cede was chosen as the Chairman of the Senior Officials Meeting prior to the Conference. He then headed the Austrian delegation to the World Conference.

Appendix A also lists a number of human rights events in which Dr Cede was directly involved.

Special focus on the European Convention on Human Rights

In 1993, simultaneously with his taking office as Legal Adviser, Ambassador Cede was appointed agent of the Austrian Federal Government before the European Commission and the European Court of Human Rights for all cases involving the Republic of Austria.

Over the years, the role of the agent has led Ambassador Cede to acquire a thorough knowledge of the procedures of the Strasbourg organs and of their case law. At the same time the position of agent allowed Dr Cede to develop, at a senior level, a close working relationship with all Austrian governmental departments concerned with the jurisprudence of the European Court on Human Rights.

Dr Cede followed closely the EU intergovernmental conference to revise the Maastricht Treaty. As the Legal Adviser, he was well placed to contribute to the Austrian positions on the human rights related provisions of the Amsterdam Treaty.

Dr Cede increasingly devotes his interests to human rights affairs in the European context with a particular focus on minority rights.

(See Appendix A and B)

V.       Public activities

Dr Cede is not a member of any political party. He has no record of political activities. His career developed entirely within the framework of the public service.

VI.       Other activities

At present Dr Cede is Co-Chairman of a workshop of interested citizens to consider the prospects of those European countries which have not yet joined the EU.

Dr Cede has for some time contributed to newspapers and magazines on public affairs mostly in the field of international law and foreign policy.

While posted in Los Angeles Dr Cede became interested in the Christian-Jewish dialogue to which he is still actively committed.
