The Bureau of the Assembly, meeting on 25 June 2001 in Strasbourg with Lord Russell-Johnston in the Chair,
with regard to the third part of the 2001 Ordinary Session of the Assembly (25-29 June 2001) agreed to:
propose to the Assembly to hold an urgent debate on the situation in “the Former Yugoslav Republic of Macedonia”;
postpone the debate on the report on Ukraine by the Monitoring Committee to the September Part-Session, at the request of the Committee and the Ukrainian authorities;
approved the revised Progress report and its addendum (rapporteur: Mr Jurgens, Netherlands, SOC);
agreed to a written procedure for the decision to distribute as a confidential document to the members of the Assembly the report on the election of the judges to the European Court of Human Rights (ECHR) in respect of Moldova, Romania and Ukraine submitted by the competent sub-committee of the Committee on Legal Affairs and Human Rights;
took note that the next meeting of the Joint Working Group on Chechnya would take place in Strasbourg on 29 June;
declassified the report by the ad hoc committee on the observation of the legislative elections in Bulgaria on 17 June 2001;
agreed to written procedure for the declassification of the report by the ad hoc committee for the observation of the legislative elections in Albania on 24 June 2001;
considered a memorandum on the Stability Pact for South-Eastern Europe and approved its conclusions, in particular to:
appoint alternates for the Assembly representatives designated to attend the Working Tables of the Pact,
continue its direct co-operation with the Parliamentary Assembly of the OSCE and the European Parliament as regards the parliamentary dimension of the Pact;
proposed the following references, transmissions and modifications in references to committees for ratification by the Standing Committee:
Motion for a resolution on Council of Europe’s contribution to the reflections on the future of the whole of Europe (Doc. 9108): for report to the Political Affairs Committee;
Motion for a recommendation on European Year of Languages 2001 (Doc. 9109): for report to the Committee on Culture, Science and Education;
Motion for a recommendation on the future of democracy (Doc. 9113): for report to the Political Affairs Committee;
Report on the right to family life for migrants and refugees (Doc. 8985): for report to the Committee on Migration, Refugees and Demography and, for opinion, to the Committee on Legal Affairs and Human Rights and the Committee on Equal Opportunities for Women and Men (modification of ref. 2299);
agreed to extend the deadline for the preparation of the report on “vocational training of young asylum seekers in host countries”(Ref. 2167, 19 March 1997) by the Committee on Migration, Refugees and Demography to early 2002;
approved the following meetings outside Strasbourg and Paris:
ad hoc sub-committee of the Committee on the Environment and Agriculture (including the Chairman of the Political Affairs Committee) in Bonn from 18-21 July 2001 for the Conference of Parties to the Kyoto Protocol;
Political Affairs Committee in Tbilissi on 2-4 September 2001;
Committee on Migration, Refugees and Demography in Geneva on 5-6 September 2001;
Sub-Committee on Europe Prize (of the Committee on the Environment and Agriculture) in St Pölten (Austria) on 5-9 September 2001;
Committee on the Environment and Agriculture in Umea (Sweden) on 13-15 September 2001);
Ad hoc Sub-Committee of the Migration, Refugees and Demography in Athens on 3-4 October 2001;
Sub-Committee on Relations with Non-Member Countries (of the Political Affairs Committee) in New-York, October 2001;
Sub-Committee on Relations with Non-Member Countries (of the Political Affairs Committee) in Ottawa on 22-23 October 2001;
Committee on Equal Opportunities for Women and Men in Bratislava on 22-23 October 2001;
Committee on Culture, Science and Education in Yerevan (10-12 September or 22-24 October 2001);
Sub-Committee on Migration (of the Committee on Migration, Refugees and Demography) in Budapest on 15-16 November 2001;
appointed the following Assembly representatives for official activities:
Mr Frey (Switzerland, LDR) to attend the Regional Ministerial Conference on National and Ethnic Communities and Minorities in South East Europe, in Belgrade (FRY) from 5-6 July 2001;
Mrs Vermot-Mangold (Switzerland, SOC) on behalf of the Committee on Migration, Refugees and Demography to Bosnia and Herzegovina from 10-15 September 2001;
Mr Gjellerod (Denmark, SOC) and a representative of the Committee on Equal Opportunities for Women and Men to attend the 106th Conference of the Inter-Parliamentary Union in Ouagadougou (Burkina Faso), from 9 to 15 September 2001;
confirmed its next meetings as follows:
