The Committee on Legal Affairs and Human Rights, meeting in Strasbourg on 24 January 2000 with Mr Akçali, and then Mr Jansson in the Chair, and on 25 January 2000 with Mr Jansson in the Chair, as regards:

• Election of the Chairperson of the Committee: elected by acclamation Mr Jansson (Finland, LDR) Chairperson of the Committee;

 

• Election of the three Vice-Chairpersons of the Committee: elected by acclamation Mr Bindig (Germany, SOC), Mr Frunda (Romania, EPP/CD) and Mrs Err (Luxembourg, SOC) 1^st, 2^nd and 3^rd Vice-Chairpersons of the Committee respectively;

• Constitutional situation in Ukraine: appointed Mr Eörsi (Hungary, LDR) as its rapporteur on this question and instructed him to make some proposals;

 

• Charter on Fundamental Rights of the European Union (Rapporteur: Mr Magnusson, Sweden, SOC): took position on two amendments tabled by the Social, Health and Family Affairs Committee;

• Situation in Chechnya (Rapporteur: Mr Bindig, Germany, SOC): considered, amended and unanimously approved an opinion presented by the Rapporteur;

The Committee on Legal Affairs and Human Rights, meeting in Strasbourg on 26 January 2000 with Mr Jansson in the Chair, as regards:

• Application by Bosnia and Herzegovina for membership of the Council of Europe (Rapporteur: Mrs Jäätteenmäki, Finland, LDR): held an exchange of views with the Special Representative of the Secretary General of the United Nations in Bosnia and Herzegovina, Mr Jacques Klein;

• Draft Protocol No 12 to the European Convention on Human Rights (Rapporteur: Mr Jurgens, Netherlands, SOC): took position on two amendments to the draft opinion;

• Credentials of the Delegation of the Russian Federation (Rapporteur for opinion: Mr Frunda, Romania, EPP/CD): approved an opinion presented by the rapporteur, and adopted an amendment to the draft report of the Political Affairs Committee, to be presented to the Assembly's January 2000 part-session;
