The Committee on Migration, Refugees and Demography, meeting in Strasbourg on 27-28 June 2001 with Mr Iwinski (Poland, SOC) in the Chair:

As regards:

          Situation of refugees and displaced persons in Georgia and the Russian Federation:

§         decided to include the subject of the situation of refugees and displaced persons in Georgia in the report on the situation of refugees and displaced persons in Armenia and Azerbaijan, and change the title accordingly (Rapporteur: Mrs Vermot-Mangold, Switzerland, SOC);

§         decided to include the subject of the situation of refugees and displaced persons in Ukraine and Moldova in the report on the Russian Federation, and change the title accordingly (Rapporteur: Mr Iwinski, Poland, SOC);

          Receiving conditions and capacities in European seaports for asylum seekers (Rapporteur: Mr Gaber, Ukraine, SOC):

§         decided to establish a small ad hoc sub-committee for the contacts with the European Sea Ports Organization and invited candidatures from the members of the Committee;

§         asked the Rapporteur to prepare an outline for a report to be submitted at the plenary meeting in September;

          Conference on irregular migration and dignity of migrants: cooperation in the Mediterranean region, organised by the European Committee on Migration (CDMG), Athens, 3-4 October 2001: appointed the members of the ad hoc Sub-Committee that will represent the Committee on this occasion: Mrs Aguiar (Portugal, EPP/CD), Mr Akhvlediani (Georgia, LDR), Mrs Bušic (Croatia, EPP/CD, Substitute), Mr Christodoulides (Cyprus, UEL), Mr Koulouris (Greece, SOC, Alternate: Mrs Katseli, Greece, SOC), Mr Liapis (Greece, EPP/CD, Alternate: Mrs Kanelli, Greece, SOC), Mr Mutman (Turkey, SOC), Mrs Shakhtakhtinskaya (Azerbaijan, EDG), Mrs Vermot-Mangold (Switzerland, SOC), Mr Yáńez-Barnuevo (Spain, SOC, Substitute) and Mr Iwinski (Poland, SOC) ex offico;

          approved the work programme 2001;

          appointed the following Rapporteurs:

a)      for report:

§           Mrs Lörcher (Germany, SOC) on the state of the word population (Doc. 9090);

§           Mr Slutsky (Russia, SOC) on the activities of the International Committee of the Red Cross;

b)      for opinion:

§          Mr Tabajdi (Hungary, EPP/CD) on the situation and rights of new minorities (Order No. 568 (2001));

         Representation:

a)   reports:

§         heard the account of Mr Tkác (Slovakia, EDG) on the European Committee on Migration (CDMG), Strasbourg, 6-8 June 2001;

§         heard the account of Mr Szinyei (Hungary, EPP/CD) on the Euro-Mediterranean Conference on Agriculture, Strasbourg, 14-15 June 2001;

b)    appointment of representatives:

§           appointed Mr Tkác (Slovakia, EDG) as representative at the seminar on the international representation of Roma and 12th meeting on the Specialist Group on Roma/Gypsies, Helsinki, 22-24 October 2001;

§           appointed Mr Lauricella (Italy, SOC) and Mr Brunetti (Italy, UEL) as representatives at a conference on migration which will take place in Tunis in Autumn (subject to authorisation of the Bureau, being understood that no expenses will be borne by the Parliamentary Assembly of the Council of Europe);

          Dates and places of next meetings:

§          Geneva, 4-5 September 2001, Plenary Committee, Seminar on internal displacement in European countries;

§          Strasbourg, during the 4th part of the session 2001 (24-28 September 2001);

§          Yalta (Ukraine), 5-6 October 2001, ad-hoc Sub-Committee, Seminar on the repatriation and integration of the Tatars of Crimea;

§          Budapest, 15-16 November 2001, Sub-Committee on Migration, Hearing on the specific problems of young migrants, in cooperation with the European Youth Centre;

§          Paris, 13-14 December 2001, Plenary Committee (subject to confirmation).

The Sub-Committee on Demography (of the Committee on Migration, Refugees and Demography), meeting in Strasbourg on 27 June 2001 with Mrs Lörcher (Germany, SOC) in the Chair:

          elected Mrs Markovska (the former Yugoslav Republic of Macedonia, EPP/CD) as Vice-Chair by acclamation;

As regards to:

          Population census in Albania: heard a presentation on the population census in Albania and on the forthcoming population census in "the former Yugoslav Republic of Macedonia" by Mr Sandell, Secretary to the European Population Committee (CAHP).

The Sub-Committee on Migration (of the Committee on Migration, Refugees and Demography), meeting in Strasbourg on 28 June 2001 with Mr Connor (Ireland, EPP/CD) in the Chair:

          elected Mrs Stoisits (Austria, SOC) as Vice-Chair by acclamation;

As regards to:

          Situation of young migrants: heard a presentation by Mr Siurala, Director of the European Youth Centre.
