FOR THE ATTENTION OF MEMBERS OF THE COMMITTEE ON THE HONOURING OF OBLIGATIONS AND COMMITMENTS BY MEMBER STATES

The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe, meeting in Paris on 19 December 2000 with Mr Mota Amaral in the Chair:
- Latvia ( co-rapporteurs: Mr Davis, United Kingdom, SOC and Mr Jansson, Finland, LDR): adopted a draft resolution on the honouring of obligations and commitments by Latvia;
- Turkey (co-rapporteurs: MM Bársony, Hungary, SOC, and Zierer, Germany, EPP/CD): held an exchange of views on the monitoring procedure on Turkey, decided to postpone the plenary debate to April 2001 and authorised the co-rapporteurs to make a fact-finding visit;
- Georgia (co-rapporteurs: MM Diana, Italy, EPP/CD, and Eörsi, Hungary, LDR): in the absence of the co-rapporteurs, decided to postpone the consideration of a preliminary draft report to its next meeting;
- post-monitoring dialogue: postponed the consideration of a revised memorandum by the Chairman to its next meeting;
- Estonia: approved an updated memorandum submitted by the Chairman on the post-monitoring dialogue with Estonia;
- Russia (co-rapporteurs: Mr Atkinson, United Kingdom, EDG and Mr Bindig, Germany, SOC): took note of the proposals by the co-rapporteurs for the programme of their fact-finding visit foreseen on 12-14 February 2001;
- Ukraine (co-rapporteurs: Ms Severinsen, Denmark, LDR, and Ms Wohlwend, Liechtenstein, EPP/CD): was informed of latest developments in Ukraine as regards the threats to freedom of expression and the functioning of parliamentary democracy in that country and decided to support the request for a debate under urgent procedure by the Legal Affairs and Human Rights Committee during the January 2001 part-session of the Assembly; in this context it also authorised the co-rapporteurs to make a fact-finding visit to the country in January 2001;
- decided to hold its next meeting in Paris on 16 January 2001.
