            The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe, meeting in Strasbourg on 22 January 2001 at 7 p.m. with first Mr Sinka, senior member present, then Mr Mota Amaral, in the Chair:

-           re-elected by acclamation Mr Mota Amaral (Portugal, EPP/CD) Chairman and elected Mr Sinka (Latvia, EDG), Mrs Severinsen (Denmark, LDR) and Mrs Durrieu (France, SOC) as first, second and third Vice-Chairpersons respectively;

resuming its meeting at 8.30 a.m. on 23 January with Mr Mota-Amaral in the Chair:

-           Latvia (co-rapporteurs: Mr Davis, United Kingdom, SOC and Mr Jansson, Finland, LDR): took position on 13 amendments to its draft resolution and one amendment to its draft recommendation on the honouring of obligations and commitments by Latvia;

-            Freedom of expression and the functioning of parliamentary democracy in Ukraine (co-rapporteurs: Mrs Severinsen, Denmark, LDR and Mrs Wohlwend, Liechtenstein, EPP/CD): discussed, amended and adopted a draft resolution and draft recommendation;

then meeting at 8 a.m. on 25 January 2001, with Mr Mota-Amaral in the Chair:

-            Freedom of expression and the functioning of parliamentary democracy in Ukraine (co-rapporteurs: Mrs Severinsen, Denmark, LDR and Mrs Wohlwend, Liechtenstein, EPP/CD): took position on 12 amendments to its draft resolution and 6 amendments to its draft recommendation; left it to the co-rapporteurs to take position during the sitting on the amendment tabled by the Committee on Legal Affairs and Human Rights;

-           Post-monitoring dialogue: considered the contribution of the Czech delegation to the post-monitoring dialogue and instructed the Chair to prepare a draft memorandum on the post-monitoring dialogue with the Czech Republic;

-            Albania (co-rapporteurs : MM. Smorawinski, Poland, EPP/CD, and Solé Tura, Spain, SOC) ): authorised the co-rapporteurs to make a fact-finding visit to the country in February  2001;

-                     decided to meet in:

. Paris on 7 March 2001

. Paris on 5 April 2001 (to be confirmed).
