            The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe, meeting in Lisbon on 10 May 2001 with Mr Mota Amaral in the Chair:

-           Development of the monitoring procedure of the Assembly – Progress report 2000-2001 (rapporteur: Mr Mota Amaral, Portugal, EPP/CD): considered a draft resolution and draft recommendation and decided to adopt them at its next meeting, with a view to their presentation at the June 2001 part session of the Assembly;

-           Russia (co-rapporteurs: Mr Atkinson, United Kingdom, EDG and Mr Bindig, Germany, SOC): considered a preliminary draft report presented by Mr Bindig, asked the co-rapporteurs to revise it in the light of the discussion and decided to resume its consideration at the next meeting;

-          Moldova (co-rapporteurs: Mrs Durrieu, France, SOC and Mr Vahtre, Estonia, EPP/CD): heard a statement by Mr Vahtre and asked the co-rapporteurs to carry out a fact-finding visit to the country as soon as possible;

-          Ukraine (co-rapporteurs: Mrs Severinsen, Denmark, LDR and Mrs Wohlwend, Liechtenstein, EPP/CD): since the co-rapporteurs were not present, decided to postpone this item to its next meeting;

-           Armenia (co-rapporteurs: Mrs Belohorska, Slovakia, EDG and Mr Jaskiernia, Poland, SOC): authorised the co-rapporteurs to carry out a fact-finding visit to the country from 9 to 12 July 2001;

-           Azerbaijan (co-rapporteurs: Mr Gross, Switzerland, SOC and Mr Martinez-Casań, Spain, EPP/CD):  authorised the co-rapporteurs to carry out a fact-finding visit to the country from 12 to 18 July 2001;

-           Turkey (co-rapporteurs: Mr Bársony, Hungary, SOC and Mr Zierer, Germany, EPP/CD): took note that the co-rapporteurs will make a fact-finding visit from 23 to 26 May 2001, in order to bring up to date their draft report, with a view to a possible debate at the June 2001 part session of the Assembly;

-           Post-monitoring dialogue: asked the Chairman to write to the Chairman of the Romanian parliamentary delegation to recall his letter of 4 May 2000 requesting information on the honouring of obligations and commitments by Romania in the framework of the post-monitoring dialogue;

-           Next meetings:

-         Paris, on 8 June 2001;

-         Strasbourg, during the Assembly part-session (25-29 June 2001).
