The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe, meeting in Strasbourg on Monday 24 September 2001 at 2 pm with Mr Mota Amaral in the Chair:
- Ukraine (co-rapporteurs: Mrs Severinsen, Denmark, LDR and Mrs Wohlwend, Liechtenstein, EPP/CD): heard a statement by the co-rapporteurs on their recent visit to the country from 9 to 12 September last, considered and approved an updated draft report, adopted unanimously a draft resolution and a draft recommendation and instructed its co-rapporteurs to present them to the Assembly at the 2001 September part-session;
continuing its meeting on Tuesday 25 September 2001 at 8.30 am, with Mr Mota Amaral in the Chair:
- Honouring of obligations and commitments by Georgia (co-rapporteurs: Mr Diana, Italy, EPP/CD and Mr Eörsi, Hungary, LDR): took position on five amendments to its draft resolution and asked the Chairman to present the position of the Committee to the Assembly;
continuing its meeting on Wednesday 26 September 2001 at 2.00 pm, with Mr Mota Amaral in the Chair:
- Progress of the Assemblys monitoring procedure Progress report 2000-2001 (rapporteur: Mr Mota Amaral, Portugal, EPP/CD): took position on three amendments to its draft resolution and two amendments to its draft recommendation and asked Mr Polozhani, first Vice-Chairman to present the position of the Committee to the Assembly;
- Post-monitoring dialogue: the former Yugoslav Republic of Macedonia: took note of the memorandum submitted by the Macedonian delegation, held an exchange of views on the last political developments in the country, and decided to consider a memorandum to be presented by its Chairman at its next meeting;
- Proposal to set up a sub-committee: postponed consideration of a memorandum on the establishment of a sub-committee on the settlement of conflicts referred to in member states commitments;
continuing its meeting on Thursday 27 September 2001 at 8.30 am, with Mr Mota Amaral in the Chair:
- Ukraine (co-rapporteurs: Mrs Severinsen, Denmark, LDR and Mrs Wohlwend, Liechtenstein, EPP/CD): took position on 16 amendments to its draft resolution and six amendments to its draft recommendation and asked the Chairman to present the position of the Committee to the Assembly;
- Commissioner for Human Rights of the Council of Europe: decided to invite Mr Alvaro Gil-Robles to hold an exchange of views during its next meeting;
- Armenia:took note of the change of date of the fact-finding visit of the co-rapporteurs (15 to 19 October 2001);
- Work programme for the 2001 last trimester: took note of it;
- Meeting in Bucharest: took note of the invitation of the Romanian delegation to meet in Bucharest from 15 to 17 May 2002 (subject to the Bureaus authorisation);
- Next meetings:
