Situation in Moldova
Written question No 425 to the Committee of Ministers
presented by Mr Cubreacov and Mrs Patereu
Noting that on 27 June 1996 the Assembly adopted Resolution 1096 (1996) on measures to dismantle the heritage of former communist totalitarian systems,
Pointing out that, in Resolution 1096, the Assembly recommended that member states dismantle the heritage of former communist totalitarian regimes by restructuring the old legal and institutional systems and that the process should include practical measures to replace Communist attitudes (“a transformation of hearts and minds”),
Noting that the Assembly stressed the need to dismantle structures and set aside previous ways of thinking and drew attention to the dangers of failure to accomplish the transition from a former Communist totalitarian regime to democracy, in particular the danger of a "velvet restoration" of a totalitarian regime,
In view of the fact that the Republic of Moldova is the only Council of Europe member state that has been governed for the past two years by an unreformed Communist party whose totalitarian practices are strongly criticised both at home and abroad,
To ask the Committee of Ministers
i. whether, since June 1996, the Committee of Ministers has been monitoring Moldovan compliance and non-compliance with the recommendations in Resolution 1096;
ii. what action the Moldovan Government has taken since June 1996 on the recommendations in Resolution 1096;
iii. how the Committee of Ministers assesses the extent of decommunisation of Moldovan society;
iv. whether the Committee of Ministers considers it necessary to publicly express its position on this matter.
